Stakeholder Consultation Workshop on the Validation and Refinement of the Zero Draft Strategy and Operational Framework for Inter-Agency Coordination and Policy Coherence for Climate-Resilient Urban Planning and Development under the ECRUL Project

The Policy and Planning Division under the Ministry of Infrastructure and Transport convened the first stakeholder consultation workshop from 22nd to 23rd January, 2026 in Thimphu. The workshop was attended by 66 representatives from Ministries and Agencies, Local Governments, Project Management Unit for ECRUL Project, Members of Civil Society, Private Sector, Royal University of Bhutan and Consultants.

The Workshop served as a forum for participating institutions to advance dialogue on climate-resilient urban planning and development. Over two days, discussions centred on validating findings from the desk review and institutional assessment, reviewing existing mandates and coordination and decision-making processes and identifying key strengths, overlaps and practical challenges across national, dzongkhag and municipal levels, with the aim of enhancing coherence and effectiveness.
